Mangrove Swamp Ecosystem Law
National Congress Reopened Debate

With banners, marimba music and slogans in favor of the mangrove swamp, more than 300 people, representatives of the communities ancestral users of the mangrove swamp ecosystem, were given an appointment yesterday in Quito. They gathered in the courtyards of the National Congress to support and promote the approval of the Mangrove Swamp Ecosystem Conservation Law.

The discussion of the law was the 2nd point addressed on the afternoon agenda, for this purpose, the legislators reopened the debate regarding the Mangrove Swamp Law after 6:00 PM. The debate had been unfinished since October of the previous year.

Because of the parliamentary, the 10th article of the law, that includes the creation of the National Council of the Administration of the Mangrove Swamp Ecosystem, was the only point that was addressed and approved yesterday afternoon.

Because of the hour and the lack of quorum, the Congressional session was suspended. In agreement with the offer of the County Council Ramiro Rivera, president in charge of the legislative function, the discussion of this law will be reopened the following day, April 20th.

With high spirits, due to having won a triumph with the approval of the creation of the council, including a representative of the C-Condem, that will manage the mangrove swamps, Leader Gongora, president of the National Coordinating Committee for the Defense of the Mangrove Swamp (C-Condem), addressed the representatives of the community base at the closing of the plenary session of the National Congress.

The communities of the mangrove swamp returned to their provinces as optimists due to the support received on behalf of various delegates and legislative blocks of the National Congress. They have the confidence that the final discussion about the law will end with its passing in the coming days.
